Assumption assumes that individuals are national and weigh the potential benefits against the potential costs of engaging in a criminal act.
Assumption means to assume, or believe, someone will make the right decision or what is true but not having any proof. I can assume that my spouse paid all of the bills this month but unless I see that they are all paid, I have no proof it actually happened.
