I believe the correct answer is C. paradox.
Paradox is a figure of speech when two opposite things are brought together to show a particular meaning. Here, the word frugal means thrifty, or rather poor. And according to many authors, a human soul is priceless, meaning  that it costs a lot, so you can see how these two opposite concepts are brought together here.
