It seems like it is a 1:3 ratio.
y = 12
3(2x + 1) = 4x + 9
6x + 3 = 4x + 9
6x = 4x + 6
2x = 6
x = 3

Since they are similar the proportions of the figure would be equal
3/9 = 2x + 1/ 4x + 9
4x + 9 = 3(2x + 1)
4x + 9 = 6x + 3
2x = 6, x = 3
3/9 = 4/y
y = 12
Solution: x = 3, y = 12
